On 90691, the roofwalk goes directly over the water hatch, so i assume that they all did this so the hatch could open fully and they would just keep the height consistent with that. Just my assumption

To help with some of the mystery on the roof walk height, I found the section covering the coal part when closed off around 4" higher than the water cistern deck height. Now keep in mind, over the enclosed coal part the walkway was 3-4" high to begin with. Take the two dimensions and now you are around 7" high. The interesting part about the water fill is the the lid was split into three even sections. Naturally the center was never opened as the walk interfered, the other two opened as usual. I have been working on my HO scale auxiliary tender and hit a roadblock until some pictures help me along, now it is just about finished. Bill.
