The ARHS book is a reprint of the book that THEY did many moons ago. I don't recall RCTHS doing a plan book, other than a book of locomotive diagrams...

That said, I'm not part of their club (but maybe I should be?). I've seen their "electric" modules at the Railroad Museum of PA a few times.
